Subject:   2007 Spring Memo

 

Village Homeowners,

We have several important topics to communicate in the 2007 spring memo. They are:

  • Village Condominium Association policy on Grills
  • Trash / recycling and bulky waste
  • Parking etiquette
  • Roof leaks
  • Clean-up after pets
  • Annual unit inspections
  • Proposed major 2007 projects

 

Village Condominium Association policy on grills:

We would like to remind all owners that the use and storage of barbecue grills is banned from all Village balconies, decks and common areas. This policy was enacted to avoid a significant increase in insurance premiums, i.e. several thousand dollars annually in addition to compliance with Vermont state fire codes. Remember every $1000 spent by the association equates to on average $47 of your association dues. Our insurance premium this year is down $4,495 over last year.

 

Excerpt from Village Association Bylaws:

“The use and the storage of charcoal and propane grills are expressly prohibited on balconies, wood patios or in common areas.  Barbecue grills may only be used in designated grilling areas approved by the Village Association board of directors. Owners should recognize that in accordance to Vermont Fire Codes, NFPA 1 3-4.7 and NFPA 1 30-3.3.8.2, all types of barbecue grills and their storage in and around public buildings are subject to regulation as to size and usage.”

 

The association will continue to take action against violations of this policy. Owners renting their units are responsible for enforcing this policy with their tenants. The details of this policy can be found on the Village Association website.


Trash / recycling and bulky waste:

The Association pays several hundred dollars a year for the trash contractor to pick up items owners inappropriately disposed of in and around trash/recycle shed, e.g. dishwashers, tires etc. Owners are responsible for arranging for the disposal of bulky waste at their own expense. Our property agent Joe Boylan can assist you in arranging for bulky waste disposal.

 

Also, please help keep the trash and recycle room clean.

The association continues to monitor trash/recycle shed, along with annually distributing memos to all owners in regards to proper disposal of garbage and recyclables.  The association currently does not have a viable plan to further address these issues and would appreciate owners assistance in monitoring.

 

Parking etiquette:

Please observe basic courtesy when parking in the Village parking lot. Park in a way as to maximize the available parking space.

 

Excerpt from Village Association Bylaws:

“Each unit is entitled to one parking space near the unit. Specific locations may be designated by the Board of Directors if authorized at an annual meeting of the Association. All other cars will park in the unreserved parking areas of the resort. No additional motor vehicles or trailers, boats or recreational vehicles (registered or unregistered) are to be parked in condominium parking lots, except temporarily and for short durations, but then only with prior written approval of the Board of Directors.”

 

Roof Leaks

If you are in a top floor unit please help us monitor the roof for leaks. If you notice water damage on your ceiling or suspect an issue please report it to Joe Boylan immediately.

 

Please clean up after your pet:

This is an ongoing issue with ours and other Associations on the mountain. Rules of conduct like these are very difficult to enforce. The Association empirically can really only appeal to the pet owner's to be responsible.

 

A container for plastic bags has been installed in the recycling room. These bags can be used to clean up after your pets.

 

The Village Association has addressed with the following:

  • Signs posted at each Village complex to clean up after your pets
  • Revamped Bylaws and Rules and Regulates to better clarify Association polices
  • Regularly scheduled memos to all Village owners reiterating Association polices
  • Continue to work with other Association to help curtail the issue
  • Continue to reinforce  Association policies at Annual owners meetings
  • Board has furnished a plastic bag dispenser for pet cleanup

 

In addition, the Bolton Animal Control officer was notified of issues with pets running loose and pet related  issues like these. Prompting a memo from the Town of Bolton postal mailed to all owners on the mountain. Associations on the mountain are encouraging all residents to call the Bolton Animal Control officer at 802-434-3968 to help enforce town ordinances on these types of infringements.

 

We are looking for someone like you to head up an Association committee to, make recommendations and see if the issue can be further addressed.


Annual unit inspections:

Annual unit inspection will be scheduled with each owner around the September timeframe, dependant on when we can get contractors lined up. These inspections are to meet building insurance requirements and to curtail property damage and insurance claims,

 

These inspections include:

·         Sprinkler System

·         Smoke Alarm

·         Fire Extinguishers

·         Chimney Cleaning

·         Carbon Monoxide Detectors             

·         Inspect sinks, bath, washer/dryer for any supply line, drain or vent issues

·         Hot water heater age          

 

 

Proposed major 2007 projects:

 

1.) Ramp foot surface repair/replacement

      Status: approved

      Plan to sand and stain ramp foot surfaces, to be deployed spring 2007.

 

2.) Water drains below ramps

      Status: approved

      Plan to install additional drainage below ramps, to be deployed summer 2007.

 

3.) Building B rock wall falling apart

     Status: investigating

      Plan to have repaired/removed with installation of water drainage improvements.

 

4.) Budget for new roof

      Status: investigating

      Plan to start cash reserves to fund new roof in 4-5 years.

 

5.) Postal mail boxes

     Status: investigating

     Plan to install Village mail boxes on Village property.

 

6.) Laundry room improvements

     Status: on hold

     Not pursing at this time, will evaluate budget/need again in fall 2007.

 

7.) Trash/Recycling sheds improvements

      Status: investigating

      Plan to install door on recycle side and to post permanent signs.

 

8.) Porch / Railing repairs

     Status: investigating

     Plan for ongoing repairs.

 

9.) Misc. exterior painting

      Status: approved

      Plan for ongoing exterior painting.
