Village Assoc. Board Directors Meeting

   Date:             Thursday August 30, 2007

   Primary Objective:  Completion of 2007 Maintenance Tasks

Discussed 05/15/07 Directors Meeting minutes

 

Primary objective of this meeting is to drive the completion of approved maintenance tasks before the snow flies in November.  Joe B is working diligently with our contractors to ensure these tasks are completed by November 2007.

Budget:

Discussed miscellaneous Village finances and budget topics

   -See Village web site for current budget and Assoc. fee information  

   -07/30/07 Kurt provide updated Village 2007/2008 P&L and Budget template

   -Current finances are on track, however cash reserves did not recover as anticipated

   -There are no outstanding delinquent owner Assoc. fees

   -Budget is still very tight, no new projects will be approved for 2007

   -We are not doing well in putting aside monies for the new roof in three years

 

Review and approval of Association Maintenance Tasks:

2007 Projects:

                                                                                               

$3,723  Pro Tech to replace the Low temp sensors

            -$3483.25 and $ 240.00 per year for monitoring = $3,723.25

            -Not currently in plan, need a better option

-It was discussed that unit sensor with alarms in unit could be an option                            

                                               

$1,000  Move Postal Mail Boxes to Village property

            -$800 + TM, Dave to update total costs, total est. $2k

            -Not currently in plan, Owners committee was formed 06/31/07 to investigate

            -Committee led Jason Williams #327

 

$2,000  Water Aprons Below Ramps

            -Need Joe B to get quote from Todd Fourier for both bldgs

            -Will get quote and evaluate cost/effectiveness

$1,000  Removal of Building B rock wall

-Will get quote and evaluate cost/effectiveness

-Not currently in plan

            -08/23/07 Fill above Bldg B retaining wall completed

 

Porch / Railing repairs

     -In 2000 the porch railing caps were replaced

    -12/29/06 Kurt spoke to John H to provide list of repairs to Joe B

    -01/02/07 this is not an approved task as of yet

 

It was discussed the Joe B will do walk around with John Heir, week of 09/03/07 to provide estimated costs and recommendations to board on unit porch / railing repairs.

 

Porch / Railing repairs need to be prioritized

1.)     Has to be done, 2.) Nice to done, and 3.) Not a priority

 

$3,000  Ramp foot surface repair/replacement

            -Quotes from John Herr, for full repairs 06/05/06

            -Stairs, landing, etc., drum sanded, pressure washed, primed, 2 coats of stain

            -Approved for 2007

 

It was discussed several owner concerns over roughness of the ramp surface. Joe B spoke to John Herr in regards to the sanding of the ramps after the pressure washing, John mentioned he was unable sand for the price he quoted.

 

$60,000 Repair and Budget for New Roof

05/07/07 David  Dupont estimating $60k to replace roof

   -At these costs standing seam roof is an attractive option

   -Includes 30yr shingles, removing old shingles, does not include any needed plywood replacement

   -07/21/07 David  Dupont completed misc, roof repairs

   -5-10 years left on the roof, does have some punking but not bad

 

Misc. Maintenance Topics:

 

Exterior Painting

   -10/04/05, Missing paint on Building B 2nd tower and north/Nordic center side of building

   -10/04/05 Bldg A south/east Plimpton/Ayer side 3 story vertical trim not painted

   -10/06/05 Not Complete, need brown paint on Unit #323 gutter mounting board

   -10/06/05 Not Complete, Bldg B 1st tower, no paint behind platform light fixture

   -12/06/05 Joe B mentioned he would start getting quotes from Bill G.

   -01/03/06 Need paint Bldg A first ramp vertical post

   -01/30/07 Unit 325 left over hang off rear deck soffet not painted

   -08/30/07 Joe B working with John Herr to insure completion by November 2007

 

Vinyl siding repairs

08/07/07 Joe B contacted, again, All Season to repair

   -12/30/06 Bld B back vinyl siding sofets pulling loose

   -03/30/07 missing section of trim Bld B access road side

 

Window Replacement:

It was discussed that the Village approved window/door contractor, Jobsite Services, Inc. has merged with All Season Siding. The Village approved window and door contractor is back to All Season Siding.

 

Joe B is getting new window quotes from All Season

   -Most likely cost are going to go up

   -It is important that these quotes include complete installation costs

     ie ext painting, siding/clad/trim replacement, ect,

   -No window replacements charges should come back to the Assoc.

 

Pest Control

08/09/07 Bldg B Carpenter Ants

    -Joe B contacted L/R  PEST ELIMINATION SERVICE, to spray both bldgs - $800

 

It was discussed that ants are less of an issue now in the fall, and board will look into spraying bldgs in the spring when it would be more effective.

 

General Discussion Topics:

 

On Going Rental Pool Issues:

Joe Kareivis, as a Village director, is our point person for Mountain Operations and Development  (MOD) rental pool issues. Joe spoke w/ Darlene Wells of MOD on 08/19/07 in regards to the following concerns.

 

07/28/07 Wild wedding party in unit

   -Many guest staying in unit

   -Balconies not able to accommodate the weight of the number of people on it

   -Pucking off top floor balconies

   -Debris scattered across common areas

   -Several units complained about noise

 

08/10/07 – Tenants place metal ladder on top floor balconies and used as egress to the unit.

 

It was discussed, at our board meeting, these type of issues are only going to get worse, as Redstone has stated they have a bed shortage at the resort.

 

Joe K Actions Items:

   -Obtain latest version of Redstones/MOD rental pool contract w/ owners

   -Discuss with MOD their obligations of personal injury of tenants, ie fall off a ladder

   -Explore the option mandating any owner in rental pool to have commercial insurance coverage

   -Discuss w/ MOD a procedure to deal with these situation in the middle of the night

   -Discuss a procedure w/ MOD to mitigate this type of behavior

   -Joe K will follow-up with Village owners when they lodge a concern with the board

 

Property Agent Unit and Selling and Closings

Property Agent charging $45 for at closing for:

    -Completing Resale Certificate

    -Copies of master Insurance policy, bylaws/declarations

    -Copy of current month Village P&L

    -Collects outstanding fees at closing

    -Collects billing contact info, including email address

    -Collects new key to unit if locks change

 

To assist in curtailing new owner common concerns, it was discussed the property agent should also provide to new owner at closing the following:

   -Village contact list

   -Village Rules and Regulations document

   -Village Annual Report

 

07/18/07 Unit owner grilling on deck

It was discussed that the property agent and board needs to strictly enforce no grilling or storage of grills on village property. Memo has gone out to offending unit owner.
